There won't be a new joker. It would be cinema-suicide if Nolan decided to reroll the Joker roll to someone else.
About the scarecrow things theyre actually doing it right cause scarecrow really wasn't the main villain it was his master thing person that taught him all his ninja crap. Scarecrow hardly did anything in the comics anyways so they did it right batman always got him out real fast.

The second one is the one with the joker anyway. plus, they won't make another, that'd be stupid.
Nobody will play the Joker because if they make another Batman movie they will have too use another villain. It won't be the same with a new Joker.
I think they'll have the voice, but they won't show the Joker.
There won't be, no one will be a better Joker than Ledger. I am hoping they will do Mr. Scarface. Oh and it is the third in the Batman installment (the new set of Batmans) not the second.

Most (if not all) batman films never use the same villain two times in a row. If you recall scarecrow was the main antagonist in batman begins, and then in the dark knight they used him for like a scene. To recast the joker would be a bad move. If they even do another one (which is questionable) they will use a new villain.
We will not see The Joker again in this particular franchise. We will have to wait another ten years for this set of Batman movies to get corny like the last ones did. Imagine someone else trying to do Caesar Romero or Jack Nicholson's Joker, it wouldn't work at all. Multiply that by a thousand and that's how bad it would be to re-cast Heath Ledger's Joker.
