No, that was a rumor started by some British gossip magazine. Also, don't believe the guy that says Johnny Depp and Daniel Day will be in it. He's getting his news from an unreliable source. They're just finishing up the script for it now, so no casting is for sure. There are only rumors as of now. The article below says that Murphy won't play the riddler.

No this is completly false. Nolan has not disclosed who the Riddler is going to be in the next sequel, but there have been hints of it being Johnny Depp, who on interviews has said how interesting it would be to play such a part.
